159 Percent Rent Increase in the Last Quarter of 2022

A combined study conducted by the Center for Economic and Social Research (BETAM) at Bahcesehir University and sahibinden.com, a classified advertisements platform, indicated that rentals rose to 62.2 TL per square meter on average this year. In Istanbul, Ankara, and Izmir the annual rent increase was 145.6 percent, 168.4 percent, and 158.6 percent, respectively. However, on average, the annual rental increase moderated from 166.4 percent in September this year. The average rentals per square meter are 42.9 Turkish Lira in Ankara, 62.1 Turkish Lira for Izmir, and 88.8 Turkish Lira for Istanbul properties. The demands of landlords renting homes are beyond the expectations of tenants. Some landlords are even asking tenants to bring a civil servant cosigner, someone with a fixed income, which is a requirement that a tenant cannot meet. There has been an increase in demand for rental properties in Turkey’s large cities as more foreigners immigrate to the country. This demand is pushing for the increase of rentals in various cities especially Ankara, Istanbul, Bursa and Antalya. In as much as the gradient of the rental increase is slow, many tenants were affected immensely. The legal annual cap that was introduced by the government is 25%, however, some landlords ignore this by increasing the rentals exorbitantly throughout the rental contract period. In Istanbul, the rents increased by 144 percent to 10.299 TL in the past year, 154 percent for Izmir to 6.932 TL while in Ankara, the capital city of Turkey has an increase of 163 percent to 5.466 TL. Many Russians and Ukrainians have started moving to Turkey and have shown an interest in real estate investment since the war began in Ukraine. On the 16th of November 2022, the Turkish Statistical Institute (TUIK) reported that 1.16 million houses were sold in Turkey, a 6.7 percent increase from the previous year. TUIK also reported that 5.400 houses were bought by foreigners in 2022 indicating an 8.8 percent decrease from 2021. The Hurriyet Daily News reported that Russians, Iranians, and Iraqis bought most of the property, investing in 2.023 units, 498 units, and 310 units respectively. We continue to implement our 5-year development plan similarly [regarding their investment plans for Turkey].”Rankoussi credited Turkey’s smart handling of the pandemic and its impact on the tourism sector as a leader in the region and said similar governmental support does not exist elsewhere in the Middle Eastern and African markets. He added in his Daily Sabah interview, “Turkey is much more ahead when compared to other countries in terms of keeping the borders open to reviving the tourism sector, the support given to the private sector and as a country making rapid decisions to ensure these policies.”The tourism season usually kicks off in Antalya in April. Turkish Government to Probe into Rent Price Increase
By Justin Mays: Residents in Turkey are finding it hard to find affordable rental properties due to the rising prices that are affecting the market in different cities of the country. President Recep Tayyip Erdogan assured the residents that his government will look into this issue. Official data showed that the Residential Property Price Index (RPPI) had an annual increase of 110% in the month of March. Authorities from the Treasury and Finance Ministry and the Environment, Urbanism and Climate Change Ministry, and Justice Ministry have scheduled a meeting to address the rent increment of residential property in Turkey according to one of Turkish newspaper, the Daily Sabah.This increase was fueled by rising inflation in the country which also led to the rising commodity and energy prices. Istanbul’s index climbed by 122% over the year and given data indicates that the city has a 9.8% rise month over month. The yardstick was up 111.7% and 105.9% on annual basis in the capital Ankara and the Aegean province of Izmir. On monthly basis, it increased by 9.6% and 10.6% in the two cities, respectively.The rents which began to rise in December 2021 after a sharp drop in the Turkish Lira - rose to 19.7% year-over-year in March 2022 according to the Turkish Statistical Institute (TurkStat). Regardless of the ascending prices, house sales have risen by 38.8% in April to 133.058 units from 95.863 in 2022. This trailed March’s figure with sales of 134,170, a 20.6% year-over-year increase.

Number of EV Charging Stations Bound to Increase
By Justin Mays:The number of electric car (EV) charging stations is about to increase in Turkey. Talking to Anadolu Agency, Mr. Mustafa Yilmaz, head of Turkey’s Energy Market Regulatory Authority (EPDK) pointed out that electric car drivers will soon have access to public car stations as soon as the new regulations are endorsed.By the end of 2021, Turkey had over 6.000 electric cars and 3.500 charging stations. Istanbul, Ankara, and Izmir had the highest number of charging units with 1.265, 320, and 250 units respectively. One of the new regulations specifies that charging stations connected to a charging network will be charging kilowatts per hour. “Electric car charging services will be open to all users, with prices based on kilowatt-hours only. Stations cannot charge users any extra costs” Yılmaz said.Companies that wish to own an operator license must have a minimum of 4.5 million TL (305.850 USD) and need to be able to deploy a minimum of at least 50 charging units. 5% of the charging units must be fast chargers with the capacity of DC 50 kilowatts. On highways, there is also a requirement that 50% of the charging stations must have a minimum capacity of DC 50 Kilowatts. EPDK will soon establish an online platform called Free Access Platform that will allow users to get information regarding station locations, charging capacity, costs, payment methods, and make reservations for charging. Users of this application will benefit from 20% price discounts. Operating expense support will not be applied for the projects and non-refundable support will be granted for electric vehicle charging station investments, with up to 75% and 20 million TL (1.359.350 USD) under the new regulations.

Turkey Discards Outdoor Mask-Wearing Rule
By Justin Mays:Covid-19 cases have decreased immensely in Turkey, all thanks to the measures that the Turkish Ministry of Health imposed. A large number of people were vaccinated and there has been perpetual growth of mass immunity among the residents hence the ministry is discarding the outdoor mask requirement.The Minister of Health, Fahrettin Koca highlighted that when the room has adequate ventilation, people are not mandated to wear masks.“This should be the main principle; we are not completely removing the masks from our lives. We will still be carrying them to wear when necessary. We need to move from the phase where the entire society fights against the disease by introducing restrictions to a phase where people should act individually to protect themselves”, he said.Students who test positive for Covid-19 should be isolated but the rest of the students should keep going to school. The Minister also indicated that a decision to give citizens the fourth dose has not been made and there is no need to perceive Covid-19 as the pandemic as we did before. “If the fourth dose is necessary, it may be given to people at risk, those that are immunosuppressed”, said the Minister. People who do not have Covid-19 symptoms will not need to be tested and the coronavirus contact tracing system (Life Fits into Home), the HES code will no longer be requested when one enters a public building. The minister made it clear that some experts think that we are not out of the bush yet and it is early to make this decision. However, the public must continue to take precautions whenever they see that their health might be compromised. The public still needs to wear protective face masks in buses, planes, theaters, cinemas, schools, and health facilities.Minister Koca added that 8% of the people who tested positive for Covid-19 died while 92% had been diagnosed with other illnesses earlier. Statistics recorded in the first week of February 2022 showed that Istanbul had 717 Covid-19 cases, Izmir had 1.017 while had 1.323 cases.

Turkey’s Real Estate Investments Doubled in December 2021
By Justin Mays:December 2021 proved to be a promising month for the Turkish Real Estate sector. The month had high sales in real estate compared to the previous months. Both locals and foreigners invested massively in property leading to a 113.7% increase in sales. The Turkish Statistical Institute (TurkStat) indicated that 226.503 houses were sold in December marking a 60% year-over-year increase. Turkish lira’s depreciation is one of the causes that led to the increase in sales. The Central Bank of the Republic of Turkey (CBRT) reduced the benchmark policy rate by 500 basis points to 14% from the month of September in the same year, a policy which was put up to lower interest rates and to boost exports and credit. Property that was sold on mortgage, amounted to 45.260 units, which is a 209.3% increase from the previous year. 276.223 houses were sold in Istanbul, followed by 144.104 in the capital city, Ankara. The Aegean province of Izmir had 86.722 houses sold. Real estate developers encouraged local buyers to invest in real estate after the central bank lowered its policy rate which led to cheap credit. TSKB Real Estate Valuation Manager, Makbule Yonel Maya said that Turks turned to real estate to safeguard their savings from inflation. In December, the Turkish lira hit a record by going low to 18.4 against the U.S dollar. "People have turned to real estate purchases from the moment inflation began to rise. Construction costs are consistently rising, this means housing prices are increasing, which support real estate investment", she said. Maya also added that people bought real estate in the last month of the year so as to avoid new year taxes and fees hikes. The drop of the lira led foreigners to buy property cheaper in hard currency which resulted in 7.841 properties being bought in December giving a year-over-year increase of 77%. More than 50.000 units were sold by November which gives 3.9% foreign sales throughout 2021 giving a 43.5% year-on-year increase. The places with the highest sales are Istanbul, the southern resort of Antalya, and Ankara with 26.469, 12.384, and 3.672 respectively. Nationals who bought the most units are Iranians with 10.056, followed by Iraqis with 8.661 and Russians who bought 5.379 units. Afghans bought 2.762 and Germans purchased 2.358 the same year.
